About Shri Charan Singh: A middle-class peasant family gave birth to Shri Charan Singh in 1902 at Noorpur in the Meerut district of Uttar Pradesh. He received his science degree in 1923, and in 1925, he completed his postgraduate education at Agra University. He opened a practice in Ghaziabad and was also educated in law. In 1929, he moved to Meerut.
He represented Chhaprauli in 1946, 1952, 1962, and 1967 when he was first elected to the U.P. Legislative Assembly. In the government of Pandit Govind Ballabh Pant, he was appointed Parliamentary Secretary in 1946 and served in a variety of departments, including Revenue, Justice, Information, and Medical and Public Health. He was given charge of the Departments of Justice and Information when he was appointed Cabinet Minister in the State in June 1951. In 1952, he became the Minister for Revenue and Agriculture in Dr. Sampurnanand's Cabinet. He was in charge of the Department of Revenue and Transport when he resigned in April 1959.
He served as Minister for Home and Agriculture in Shri C.B. Gupta's Ministry (1960). Between the years 1962 and 1963, Shri Charan Singh was the Minister of Agriculture and Forests in Smt. Ministry of Sucheta Kripalani. In 1966, he took over as director of the Local Self-Government department after quitting the Department of Agriculture in 1965.
